Job Description:
PURPOSE OF POSITIONThe Manager I, Communications and Signals
will primarily oversee the rehabilitation of the Communications and
Signal systems and will support the day-to-day operations of the
C&S Maintenance Departments.TO APPLY: This is a continuous

immediately.DISTINGUISHING CHARACTERSTICSThis is the first level of
the Manager (various) series. At this level, incumbents may
independently represent the organization. May be responsible for a
specialty program area that has a major impact on the
organization.SUPERVISION EXERCISED AND RECEIVEDReceives oversight
from departmental management.First-line supervisory
responsibility.ESSENTIAL DUTIES AND RESPONSIBILITIES: The duties
listed below are intended to describe the general nature and level
of work being performed and are not to be interpreted as an
exhaustive list of responsibilities. Manage rehabilitation projects
from inception to completion;Work with Agency Staff and contractors
to identify aging, worn and unreliable C&S equipment;Prepare
plans and specifications for Contract Task Orders (CTO) and small
contract packages using SCRRA standard plans and specifications and
other industry standards;Review the preparation of work plans,
maintenance, cost estimates and change orders as related to the
installation, inspection, testing, diagnosing and repairing the
railroad communications and signal systems;Monitor expenditures
accrued during the design and construction process, and prepare
reports of cost to date for on-going work;Prepare and update
project related documents and reports, as well as provide both
written and verbal reports to Agency staff members;Review and
comment on contractor provided work plans, construction related
maintenance activities, cost estimates and change orders as related
to the installation, inspection, testing, maintaining, diagnosing
and repairing the railroad communications and signal systems;Ensure
the installation of new equipment meets SCRRA standards and
guidelines as well as regulatory requirements;Review, monitor and
generate reports, documents and records for compliance with Federal
Railroad Administration (FRA) and California Public Utilities
Commission (CPUC) signal system requirements;Conduct field
inspections of completed work jointly with contractor for
conformance to SCRRA and regulatory requirements, specifications
and project requirements as specified in various Contract Task
Orders (CTOs) and agreements;Conduct efficiency testing in
accordance with SCRRA rules and other regulatory
requirements;Provide technical training on PTC, Communications and
Signal systems to other SCRRA team members and Agency staff;Audit
contractor safety plans and actions related to construction
projects to ensure compliance with Agency requirements;Perform
other related duties as assigned.MINIMUM REQUIREMENTS TO PERFORM
ESSENTIAL JOB FUNCTIONS: EDUCATION AND EXPERIENCE Bachelors degree
in Project Management or related field.Six years of work experience
on a Class I regional railroad or equivalent, constructing and/or
maintaining the railroads grade crossing warning and train control
signal systems, including at least three years of work experience
coordinating the work of contractors, consultants and staff in the
maintenance of railroad signal facilities and systems.A combination
of training, education and or experience that provides the required
knowledge, skills and abilities may be considered when determining
minimum qualifications. Advanced relevant coursework may also
substitute for a portion of required experience.Valid Class C
Drivers License with a satisfactory driving record of no more than
three moving violations and no DUIs within the last three
years.PREFERRED QUALIFICATIONS10 years of Class 1 Railroad Signal
Maintenance Supervisor or C&S Construction Management
experience.Experience with the installation and maintenance of
Class 1 railroad typical PTC systems.KNOWLEDGE, SKILLS AND
ABILITIESKnowledge of:Budgeting and accounting principles.SCRRA
policies and proceduresMust be conversant in FRA and CPUC
regulations as related to communications and signal operations
including 49 CFR 214, 217, 218, 219, 220,233, 234, 235 and 236.The
General Code of Operating Rules (GCOR).Class 1 Railroad Signal and
Communications systems design, maintenance, repair &
rehabilitation.Reading Signal Circuit Plans.Class 1 Railroad Signal
Logic Controller programming and cutover procedures.Class 1
Railroad Grade Crossing Predictor programming and cutover
procedures.Managing projects, creating project schedules and
preparing report to upper level management on project
status.Preparing and managing construction contracts.Skilled in:Use
of Microsoft Office Suite.Strong and effective, leadership,
communication, team building and time management.Ability to:Keep
multiple contracts on schedule, within budget and in compliance
with contract specifications.Establish and maintain effective
working relationships.Attend training and pass exams related to
railroad rules.PHYSICAL REQUIREMENTSTransition between a stationary
position at a desk or work location and move about Metrolink
facilities or other work site locations.Operate tools to perform
the duties of the position; such as computers, office equipment and
work-related machinery.Transport equipment or boxes up to
50lbs.Exchange ideas by means of communication.Visual acuity to
detect, identify and observe employees or train movement and any
barriers to movement when working on or near railroad tracks.Hear
and perceive the nature of sounds when working on or near railroad
tracks.Balance, ascend/descend, climb, kneel, stoop, bend, crouch
or crawl within assigned working conditions and or
locations.WORKING CONDITIONSPosition requires work in a normal
office environment with little exposure to excessive noise, dust,
or temperature. Work may also be conducted in outdoor environments,
at construction sites, Railroad Track and Right-of-Way
environments, and warehouse environments, with possible exposure to
individuals who are hostile or irate, moving mechanical parts, and
loud noises (85+ decibels, such as heavy trucks, construction,
etc.). Telecommuting may not be available for this
