SUMMARY

PURPOSE OF POSITION
The Senior Manager, Train Control On-Board Systems will manage and coordinate the day to day installation and acceptance for maintenance and upgrades of the PTC On-Board Systems on locomotives and cab cars to assure the safe efficient and reliable operation of trains.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    The duties listed below are intended to describe the general nature and level of work being performed and are not to be interpreted as an exhaustive list of responsibilities.
    • Responsible for managing all departmental services and activities.
    • Monitor on-board system performance on a unit-by-unit basis and required changes to system wide configuration.
    • Develop, establish, and maintain a mechanical maintenance work scope for the upkeep of the PTC on-board system. Establish the means and methods to perform on-board troubleshooting remotely to optimize system support with available staff
    • Manage the successful deployment of the on-board PTC systems to include establishment of a maintenance &
    • upkeep infrastructure (including development of employee work schedule and job skills).
    • Manage contractors and vendors performing PTC On-Board equipment installation, maintenance, troubleshooting and upgrades.
    • Oversee and coordinate contracted activities including maintenance and modification of equipment; ensures compliance with contract guidelines.
    • Support the training and testing of staff and contractors required to maintain on-board PTC equipment.
    • Establish and maintain an automated log system to review and track faults within the on-board systems.
    • Troubleshoot defects, failures, and reported problems on units (PTC locomotives and PTC cab cars).
    • Oversee warranty-based troubleshooting, warranty repair, and required rework or modification to the existing on-board installation.
    • Oversee and participate in the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials and supplies; approve expenditures and implements budgetary adjustments as appropriate and necessary.
    • Become knowledgeable and gain expertise and experience by cross training in other PTC C&S functional groups.
    • Manage the integration of the PTC systems into the standard/required activities of the railroad, Gain expertise and experience by cross training in other PTC C&S functional groups.
    • Attend and participate in professional group meetings; stay abreast of new trends and innovations.
    • Manage and supervise the activities and performance of a small team of employees charged with coordinating the installation, acceptance, maintenance, and updating of the PTC on-board systems, on-board hardware and software. Develop a team environment, provide feedback, and evaluate staff performance, coaching and positive recognition.
    • Perform other related duties as assigned.

      MINIMUM REQUIREMENTS TO PERFORM ESSENTIAL JOB FUNCTIONS

      Education and Experience
      • Bachelor's Degree in electronics, mechanical systems, communication systems, computer science, information technology or a related field.
      • A minimum of six (6) years' experience directly supervising staff or managing contractors .
      • A minimum of ten (10) years' experience performing similar job duties as described in the position duties section of this announcement.
      • Must be General Code of Operating Rules (GCOR) qualified or have the ability to become GCOR qualified within six months.
      • A combination of training, education and or experience that provides the required knowledge, skills and abilities may be considered when determining minimum qualifications. Advanced relevant coursework may also substitute for a portion of required experience.
      • Valid Class "C" California driver's license with a satisfactory driving record of no more than 3 moving violations and no DUI's within the last 3 years is required.Knowledge, Skills, and Abilities
        Knowledge of :
        • Locomotive and cab car electrical and mechanical systems and be able to become knowledgeable on the overlay and integration of on-board PTC systems
        • SCRRA and applicable Federal, state, and local laws, codes and regulations
        • Principles and practices of supervision, training and performance evaluation
        • Principles and practices of budget preparation and administration
        • Principles and practices of preventive maintenance and repair of electronic train control and control displays Skilled in :
          • Overseeing and participating in the management of: comprehensive train control, communications and telecommunications maintenance programs.
          • Participating in the development and administration of division goals, objectives and procedures
          • Analyzing problems, identifying alternative solutions
          • Communicating clearly and concisely, both orally and in writing Ability to :
            • Gather, assess, prioritize and analyze information from various sources in order to make good operational decisions
            • Work both independently and within multidisciplinary teams including management, operations, and technical support staff Perform complex analysis and prepare associated reports
            • Develop technical knowledge in a wide variety of industry specific/emerging diagnostic software
            • Work effectively in a high-pressure environment making appropriate decisions, understanding potential impacts, and taking responsibility
            • Work effectively in a team-oriented, collaborative environmentPHYSICAL REQUIREMENTS
              • Transition between a stationary position at a desk or work location and move about Metrolink facilities or other work site locations
              • Operate tools to perform the duties of the position, such as computers, office equipment and work-related machinery
              • Transport equipment or boxes up to 25lbs
              • Exchange ideas by means of communication
              • Visual acuity to detect, identify and observe employees or train movement and any barriers to movement when working on or near railroad tracks
              • Hear and perceive the nature of sounds when working on or near railroad tracks
              • Balance, ascend/descend, climb, kneel, stoop, bend, crouch or crawl within assigned working conditions and or locationsWorking Conditions
                Position requires work in a normal office environment with little exposure to excessive noise, dust, or temperature. Work may also be conducted in outdoor environments, at construction sites, Railroad Track and Right-of-Way environments, and warehouse environments, with possible exposure to individuals who are hostile or irate, moving mechanical parts, and loud noises (85+ decibels, such as heavy trucks, construction, etc.)
